The best assessment would be using a rubric. If you use a rubric, there is no misunderstanding as to the expectations. If the instructor is using a rubric, this should eliminate any bias. They should try to make the student feel comfortable. They should provide positive feedback and ask questions to make the student feel at ease. The instructor should be the facilitator. The instructor should encourage the student privately maybe through email. Make sure the student understands the assignments. They should still use the rubric; not wanting to participate in a group activity does not excuse the student from doing the activity.
